Update:
After doing a Clean Boot I began restarting programs.. When I turned on Norton Security (Comcast Version) it crashed but gave me a reason why. Said that information technology wasn't compatible with Fast Boot and I should plough that off.. I have and will postal service back if that solves the problem.

2d update:
It's been a calendar week now and no more fault letters. Apparently disabling 'Fast Offset' solved the trouble. Hope this helps anyone else getting the same error message. And hopefully Microsoft will address the issue so Fast Start can exist re-enabled.

Afterwards 4 weeks the problem has somewhat returned.. One again subsequently the pc has been on for a while (iv hours or more) it slows to a crawl.. I restart, get the error then after the restart everything is dorsum to normal... I've run all Dell diagnostics, chkdsk, Memtest as well every bit malware scans. My suspicion is that the culprit is Edge. I think I'll attempt Firefox as my but browser for a while and see what happens. To be continued....

Printing Windows key + R to open RUN box
Type control userpasswords2 and press OK
Under User Account window and under Users tab, click Add tab
Under How volition this person sign-in windows, click the option at the bottom Sign in without a Microsoft business relationship (not recommended)
On the next window click Local Account at the lesser
Choose a user proper name (use countersign if you lot want to or you can leave the password section blank every bit information technology is merely to test)

As you click Finish, the previous User Accounts window remains on the screen
Select newly created user and click Properties
Click Group Membership tab
